Point In Time

Point in Time is a snapshot of the homeless community throughout Kings and Tulare Counties.  The survey results provide a depth of information pertaining to patterns in the homeless population within these counties.

A Point in Time count provides service agencies, local government, and policy makers the opportunity to spot trends in homelessness and to evaluate the success of existing programs.  It is a tool for agencies and their partners to apply for funding and to plan for programs and services to meet the needs of people experiencing homelessness within our community.

2023 Point In Time

Kings and Tulare Counties conducted their 2023 Point in Time (PIT) count on January 22–23, 2023. 107 volunteers completed surveys with people experiencing homelessness in the 2023 PIT count. This is a 20% increase from the number of individuals who volunteered for the 2022 PIT count (79 volunteers). The increased number of volunteers may have led to an increase in the total PIT number.

2022 Point in Time

Kings and Tulare Counties conducted their 2022 Point in Time count on the night of January 23-24, 2022. Volunteers from local jurisdictions, law enforcement, the faith-based community, nonprofit partners, and community stakeholders came together to conduct short surveys with people who meet the U.S. Department of Housing and Urban Development’s (HUD’s) definition of homeless.

The Continuum of Care would like to thank all of the survey team leaders, volunteers and respondents; we will continue to work to advance homeless housing and services in hopes that these number will decline in the future.

2022 Point in Time Report

2021 Point in Time

Kings and Tulare County were given an exemption from the Department of Housing and Urban Development (HUD) from conducting a 2021 unsheltered Point in Time count because of the COVID-19 pandemic. A sheltered count and a Housing Inventory Count were completed and a report will be released with that information.

Numbers from the 2020 unsheltered PIT count will be used to apply for all funding until the next count can be safely completed. If you have any questions about the PIT, please email Laura Fisher, Director of Grants, at lfisher@kthomelessalliance.org.
